Pelmolen Ter Horst was built in 1752 by Jan ter Horst, whose descendants still live in the miller's house near the mill today. The tower mill was one of the most important industrial mills in the area in the 19th century. Raw materials and products were predominantly brought in and removed by wooden barges, Enterse Zompen, across the Regge river. Around 1900, there is much turmoil surrounding water management. This led to measures at the expense of shipping, eventually resulting in the mill being forcibly decommissioned in 1913. The mill fell into serious disrepair and it was not until 1973 that it was restored. On 16 October 1975, the mill was officially reopened.
